setup-python failed because the runner has no egress to github.com
to download an interpreter and none is cached locally. The test job
now builds Containerfile.test with buildah (already proven on this
runner), which installs deps and runs pytest during the build - the
job fails if any test fails. No node and no third-party images
involved.
