feat: add viddl, a generic video downloader service e0643e7d55

Second deployment in the ytdlp namespace reusing the same python+S3
architecture (lazy S3 client, uuid object keys with title metadata,
threadpool + semaphore, rate limiting, logging) but downloading full
videos via yt-dlp from any supported site. Differences from the
youtube service: http(s) URLs from any public host are accepted
(literal private/loopback/link-local IPs are rejected as an SSRF
guard), downloads are merged/remuxed to mp4, a configurable
max_filesize protects the volume, and the produced extension is
resolved dynamically. Frontend at viddl.maus.local (own ingress and
cert-manager certificate); ArgoCD picks up deploy/viddl automatically.

ci: test and build the viddl image 7e784d6f94

The test image now copies viddl/main.py and runs its test suite
(URL guard incl. private-IP rejection, object name validation).
A parallel build-viddl job builds viddl/Containerfile and pushes
git.pr0.tech/rs/ytdlp:viddl plus a sha tag.
